PJM Enhances Emergency Procedures to Boost Reliability

To enhance grid reliability and streamline response during critical events, PJM approved significant updates to the emergency procedures in Manual 13, “Emergency Preparedness and Operations,” in June 2026. These revisions aim to bolster PJM’s ability to manage system emergencies effectively and ensure a stable power supply for millions of customers.

Details of the Updates Emergency Procedures

A key enhancement focuses on refining voltage control procedures during significant disturbances.  The updated manual introduces more prescriptive steps for resource operators to follow when voltage deviates beyond acceptable limits.  This includes clearer communication protocols and standardized responses to prevent cascading failures.  The goal is to maintain voltage profiles that support grid stability, thereby reducing the risk of widespread outages.

Another important update addresses communication protocols during emergencies.  Manual 13 now mandates the use of a new, encrypted communication platform for all critical personnel.  This platform is designed to ensure secure and rapid information exchange between PJM, market participants, and external agencies.  Enhanced redundancy and failover capabilities for this system are also detailed, ensuring communication remains robust even under severe network conditions.

The revised manual also introduces updated criteria for declaring different emergency levels.  These criteria are now more closely aligned with real-time system conditions and predictive analytics.  The aim is to de-escalate potential crises before they escalate into full-blown emergencies.

The updates also incorporate lessons learned from recent grid events, refining load shedding and restoration strategies.  New methodologies for prioritizing critical loads during emergencies should help ensure that essential services such as hospitals and public safety infrastructure remain operational.  The procedures for safely and efficiently restoring power after an event have also been streamlined.

Finally, there’s an increased emphasis on emergency training and exercises and drills.  Manual 13 now requires more frequent and realistic simulations of various emergency scenarios for PJM staff and member company personnel.  This ensures that all parties are well-versed in all emergency procedures and prepared if things go sideways.
